Mobil Device Engineer

The consultant will serve in the capacity of a technical systems engineer, participating in development and support of activities consistent with the technical architecture, in support of agency data needs. Specifically, the candidate will be responsible for participating in and supporting the design, development and operation of mobile data systems. The candidate will be expected to work with management, business users, systems developers, and operations to clarify project scope; generate and review documentation; develop prototype systems and processes; implement agreed upon systems; support and maintain existing solutions.

A minimum of four (4) years of prior experience demonstrating the following knowledge and skills:

•Experience and knowledge of mobile device management systems, deployment and distribution of devices, applications and policy.
•Provisioning, configuring, and deployment of new mobile devices to users in various locations.
•Experience with Windows 10, Android and IOS mobile platforms.
•Coordinate and manage the build process for various mobile device solutions
•Engineering and developing new mobile-based capabilities
•User training on mobile device usage and connectivity
•Resolving user issues with respect to mobile devices, wireless plans, or connectivity
•Knowledge of tracing, monitoring and auditing systems
•Knowledge of information security best practices and implementation
•Work closely with application developers and business users to provide reliable systems
•Understands Information Technology Operations in a highly virtualized environment

Business Analyst

Seeking a Business Analyst to review and update business requirements for programs that will utilize the new Case Management System.

Business Analysts will document the business processes and requirements of all programs within DORS. These Business Analysts will report to the Project Manager.

After the business requirements gathering phase is complete, the Project Manager and Business Analysts will need to recommend and document consistent process flows for all programs, based on the documented requirements.


The contracted Business Analyst is needed to document the Business Requirements and processes for all DORS programs. These requirements will be used for system configuration and testing. The scope of services required for the Business Analyst includes:


• The creation of detailed Business Requirements/Business Process documentation.
• The creation of a detailed test plan with accompanying test cases.
• Lead and participate in process improvement discussions with agency personnel based on the Business Requirements. The goal is a set of consistent processes to be used by all DORS programs as is feasible.
• Liaise between the end users in the bureaus and the vendor, Consilience, to clarify specific requirements and facilitate UAT testing.

Specific Services Required
• The consultant should be familiar with Case Management systems, and have experience implementing large web-based or client-server solutions. Experience with Six Sigma and/or LEAN process improvement is preferable.

Required Skills/Experience
• 5+ years of Business Analysis experience involving large-scale web or multi-platform applications, including the creation of requirements documentation, process analysis and leading of requirements meetings with technical and non-technical staff.
• Prior experience with Caseload Management systems and processes.
• Familiarity and experience with the Software Development Lifecycle.
• Excellent communication skills.
• The ability to work with limited direction in an environment with shifting priorities.
• Strong ability to work with staff of varying skill levels (executive, technical and non-technical). This includes digging into technical details while respecting business rules and processes.
• Understanding of project management disciplines and ability to maintain requirements development activities within the defined project scope.
• Strong working knowledge of the Microsoft Office Suite, including MS Visio.

- Ideal candidate should have 4-7+ years of engineering experience. Experience and understanding with customer facing software preferred.
- Develop software in C, C++, C#, Java, and/or Python. Experience with multiple software development languages and an ability to quickly learn new ones preferred.
- Successful candidates should have experience in both software theory and practice, including full software development lifecycle and diverse software project management approaches, e.g., Agile and TSP, software modeling using languages such as UML, software metrics and control and signal processing algorithm development.
- Develop software for a variety of target platforms including Windows, Linux, and various embedded platforms. Experience with Drupal preferred.
- Understanding basics of cybersecurity preferred.
- The minimum education requirement is a B.S. degree in Software Engineering, Computer Science or a closely related technical field (e.g. Systems Engineering, Electrical Engineering).
